The elders of the institution would be responsible for the recruiting members of the public into the army which was to fight for the rights of the Muslims. Dispute among the members of the Muslim faith would be solved at the Amam, and they also helped identify and help a person whom they thought could rule the people. Refugee migrants in the Arab dhimma faced subjection based on the religious backgrounds of the individual persons. Those who had a Muslim background received fairer treatment as opposed to those who had contrary religious views with the indigenous people.
